The engineering corps of Astrakhan in 1999 was supplemented by 29 qualified specialists who have significant practical experience in the field of computer technology and received a higher professional education at the Taganrog University of Radioengineering in the distance learning curriculum in the integrated system of higher and secondary vocational education TSHR-AKVT.

A college graduate who has received a secondary vocational education, upon entering a university, sits on a student bench with a graduate of a secondary school. But he is 2-3 years (sometimes 4-5 years) older than a school graduate, the level of knowledge of a college graduate in many disciplines studied at a university already meets the requirements of higher education. It is obvious that it is advisable to train a college graduate on a reduced or accelerated higher professional education program, which, by the way, is provided for by article 11 p.7 of the RF law on higher and postgraduate education, approved by the State Duma in August 1996.

More than seven years of experience in cooperation between the department of computer engineering at TSURE and the college convinced us that the most effective way of training specialists in secondary and then higher professional education is the system of continuing professional education “college-college”. The educational program of the department of computer technology TRTU consists of two successive stages, the first of which is implemented by the college in accordance with the state standard of secondary vocational education, the second - TRTU in accordance with the state standard of higher vocational education.

Integration provides for the coordination of curricula and programs of the disciplines studied, the improvement of methods of conducting all types of classes and practice, internship for college teachers in TSURE and the participation of teachers of the department of computer engineering of TSURE in the college learning process, improving the quality of methodological support for the learning process, joint scientific and methodological work .

In modern conditions, the widespread introduction of computer technology in all branches of production, in management, college graduate education, as a rule, is claimed as a specialist. Continuing vocational education gives the owner of a college diploma an even greater chance of getting a permanent job. However, employers often negatively relate to the departures of employees at the examination sessions, and sometimes put the question directly: either work or study. Taking into account the realities of the market economy, the department of computer technology at TSURE developed and uses distance learning technology, when students study without leaving Astrakhan, have a specific date for completing only theoretical training, during which they independently study the disciplines of the curriculum using the department’s methodological support and relevant literature. The technology of distance learning provides for the wide use of electronic sources of information (Internet, e-mail), electronic communication (telephone, fax), assistance to students of consultants - tutors (teachers of TSE, visiting students, teachers of universities of Astrakhan, college teachers). Distance learning is based on the principles of providing educational services to the student at the place of residence and does not create problems for students or employers.

The results of the first graduation of specialists with higher education convinced us that the integrated system of continuing professional education and distance learning technology was sufficiently effective. With the high demands of the State Examination Commission, professional knowledge of 20 graduates is rated as “excellent”, 9 - as “good”, 3 graduates received diplomas of TSURE with honors, 5 graduates are recommended for continuing education in graduate school of TSURE. The State Commission noted the high professional knowledge of graduates in the development and maintenance of computer networks, information and computing systems, and the design of specialized computing devices for management, accounting and information processing.
