Director of ARTT from 1976 to 2001.

Zh. I. Latypova in 1960 graduated with distinction from the Faculty of Physics and Mathematics of the Astrakhan State Pedagogical Institute. SM Kirov, having received a specialty - a teacher of physics and mathematics.
By the decision of the State Commission, he was sent to work at Mumra Secondary School as a physics teacher.
In 1962 - 64gg. Worked as a mathematician in the service of the military representative at the EA and EF plant.
In January 1964 she was invited to work at the Astrakhan Radio Engineering College (ART) as the head of the department.
Since 1969 Zh. I. Latypova, Deputy Director for Educational Work.
In 1976 she was appointed director of the Astrakhan Radio Engineering College.
During her time as director of ART, Zh. I. Latypova fully asserted the practical orientation of vocational education. Communication with the base company was continuous. The maximum rationalization activities of teachers, students of ART and engineering and technical workers of the basic enterprise were encouraged.
In 1971, on the proposal of the base enterprise of Latypov, Zh. I. was awarded the medal "For Labor Difference" by the decision of the Presidium of the USSR Supreme Soviet.
The 70s were the heyday of radio electronics. The widespread use of computers in all areas of production, science and technology poses a serious challenge to education for students with a broad outlook and in-depth knowledge of computer technology and research skills.
The director and the staff of ARTT are solving this task clearly and purposefully.
In 1981, Latypova Zh. I. was awarded the Honorary title "Honored Teacher of the RSFSR School" for merits in the training of qualified specialists.
For the active promotion of the development of radio engineering, achievements in the field of its production and operation, and in connection with the fiftieth anniversary of the birth of Latypov Zh. I. in 1987 she was awarded the Departmental Award of the Ministry of Radio Industry of the USSR "Honorary Radio Operator".
In the 80-90g. ART is the vanguard of secondary vocational schools not only in the industry, but also in the Astrakhan region. During these years, teachers of ARTT led the work on the exchange of advanced pedagogical experience, to improve the quality and effectiveness of training, organize methodological assistance to newly organized educational institutions of the country (Tashkent, Yerevan, Frunze) on the instructions of the Criminal Code and the UZ MRP USSR.
With the introduction in 1994 of compulsory certification of educators and teachers, and leaders of AKVT successfully passed certification in strict accordance with regulatory documents, the leadership of the college and leading teachers were awarded the highest qualification category.
Despite years of long-term political and economic instability in the country, the AKVT team always worked steadily, it was always distinguished by a high level of professionalism, creative search and pedagogical skills.
These years are years of hard journey, full of joys and sorrows, victories and setbacks, searches and accomplishments; the way on which it was necessary to overcome considerable difficulties, to solve the increased complexity of the problem.
These years are years of recognition of AKVT high rating.
AKVT Director J.I. Latypova also contributed to the quality training of specialists.
This contribution is marked by the gratitude of the pupils, and their parents, and the government award.
For many years of conscientious work for the benefit of the multinational state of Zh. I. Latypov in 1998, by decree of the President of the Russian Federation B.N. Yeltsin was awarded the "Order of Honor."
In 2000 Zh. I. Latypova and the AKVT team successfully conducted a large organizational work on preparing the college for certification and accreditation.
The State Inspectorate of Higher Educational Institutions of the Ministry of Education of the Russian Federation highly appreciated the work of the team and the director.
Since 2001, Zh. I. Latypova has headed the Astrakhan Training and Methodological Center for Continuing Education AKVT-TRT, where college graduates continue to successfully study.
Holding, as before, a hand on the pulse of the school, Zh.I. Latypova understands: time goes forward, information resources are intensively created, the volume of knowledge is increasing, fundamental education and high professionalism are needed, continuity and unity of secondary special and higher education are needed.
The task that it serves is subordinated to the solution of this task.
